Ingredients

The Filling
Ground beef or lamb1.5 lbs
Yellow onion, diced1 medium
Carrots, diced2 large
Garlic, minced3 cloves
Frozen peas1 cup
Beef broth1 cup
Tomato paste2 tbsp
Worcestershire sauce1 tbsp
Thyme, rosemary, salt, pepperto taste
Mashed Potato Topping
Russet potatoes, peeled and cubed2.5 lbs
Butter6 tbsp
Warm cream or milk½ cup
Salt and white pepperto taste

Steps

  • 01Make mashed potatoes: boil potatoes until tender, drain, dry in the pot. Mash with warm butter and cream until smooth. Season generously. Set aside.
  • 02Brown beef, drain fat. Add onion and carrots, cook 5 minutes. Add garlic, cook 1 minute. Stir in tomato paste, broth, Worcestershire, and herbs. Simmer 10 minutes until thickened. Add peas.
  • 03Preheat oven to 400°F. Pour filling into a 9x13 baking dish. Spread mashed potatoes evenly on top — all the way to the edges to seal everything in.
  • 04Use a fork to create texture on the potato surface — those ridges get golden and crispy. Bake 25–30 minutes until top is golden and edges are bubbling.

Thick Filling First
The beef filling needs to be thick before it goes in the dish — not soupy. Simmer it until most of the liquid has reduced. A wet filling makes the potato topping sink and slide.

Those fork marks on the potato topping aren't just decorative. The ridges brown faster and create a crispy, textured crust that makes every bite better. Always fork the top.

Warm Dairy in Mash
Add warm butter and warm cream to the potatoes — not cold. Cold dairy cools the potatoes and makes them stiff. Warm dairy keeps everything silky and easy to spread.

Technically, Shepherd's Pie uses lamb (shepherds = sheep). Cottage Pie uses beef. Try it with lamb once — the flavor is earthier and richer and completely transforms the dish.
